The correct approach for signaling that a vehicle should move in reverse at night is holding a light at shoulder level and blinking it. This method provides a visible indication to others in the vicinity that the vehicle is backing up. The light is positioned at a height that is easily noticeable, thereby enhancing visibility in low-light conditions, which is crucial for safety. The blinking action further catches attention and communicates urgency, ensuring that pedestrians and other drivers are aware of the vehicle's movement.

Other options, while they may signal movement in different contexts, do not effectively ensure visibility or clarity at night. For instance, waving a flag might not be as visible in the dark, and using a horn is generally a sound-based alert rather than a visual signal. Moving a light up and down in front of the vehicle could be confusing and may not capture onlookers’ attention as effectively as a steady raised light. Therefore, the choice of holding and blinking a light is the most effective method for safely indicating a reverse maneuver after dusk.
